I have played many (Jedi) characters that started as rogues with 16 dex (improving it at each opportunity) and by the end most enemies couldn't touch me. However, against Malak you should use no more than one buff or he will use Force Breach on you.For the blaster, I think I remember dueling doesn't work on blasters in this game but two weapon fighting helps, so go with two guns or a rifle.You could use the Jedi robes or you could make sure your armor is never constricting your movement (check its max dex bonus). On top of dex and con you would want alot of Wisdom to maximize available force powers, Force Speed at max would be very helpful as that adds extra attacks and defense to the one using it, Force Valor and Armor would also be helpful. If you can be competitive against anything with a lightsaber while using a blaster you could probably defeat Malak, it would be hard and require good use of Force powers but it should be possible.
